The DSDW is a fairly autonomous branch of the Ministry of Labor, so you will rarely encounter anything idenified by the latter.

The DSDW website at www.DSDW.go.th is mostly in Thai whereby there are not English versions of many things. On the home page, there is an English version link, but clicking on it only refreshes the page in Thai.
There are many translations of various Thai documents, but Thai government regulations often require you use a translation certified by the Foreign Ministry, aka The Ministry of Foreign Affairs. Their website at www.mfa.go.th has an English language translation of the Guidelines for Intercountry Adoption of a Thai Child. Much more extensive is the document made available on the website of The Royal Thai Consulate-General in Chicago by the same title, Guidelines for Intercountry Adoption of a Thai Child.
(Note: It is a common misunderstanding that certain documents for submission to a Thai embassy or consulate need to have a certified translation by a Thai embassy or consulate. Actually, they only need to be proofread and then get a certified stamp, and you are often best off getting a quality and experienced Thai-English translation company to do your translation, if you want to expedite a matter. Some consulates and embassies are happy to do the whole translation at a fee, but if not, or if you wish to expedite a matter, then you may use a third party translator of quality. A quality translation should expedite a matter but a subpar translation may delay everything.)
Technically, adoption regulations come under the Child Adoption Act of B.E. 2522 (A. D. 1979), whereby the original Thai version is on the DSDW website.
